Whatever you do, do not that! In mathematics, you don't understand things. You just get used to them. 90% of mathematicians do not understand 90% of currently published mathematics. As for the top factorises to and then the top and bottom brackets cancel out. As for learning the rules why not start with http://www.mathsisfun.com/algebra/exponents-logarithms.html The main 'Maths Is Fun' pages are full of explanations and exercises. Try the page and post again if you are still unsure about anything.
