As for the top factorises to and then the top and bottom brackets cancel out. As for learning the rules why not start with http://www.mathsisfun.com/algebra/exponentslogarithms.html The main 'Maths Is Fun' pages are full of explanations and exercises. Try the page and post again if you are still unsure about anything.
