Does anyone know how to solve the particular solution for a differential equation of the form
y'' - jAy' = jB
where j is sqrt(-1)

You just treat it as if its a real differential equation (the fact that the coefficients are complex doesnt make things different). Solve the auxiliary equation, get the general solution for the homogeneous case, find a particular integral, and combine the two.
