Dragon Boat

The shame of it all! The lack of respect! The dishonour! One of the Dragon Boat team has been seen braeking curfew. And wearing uniform! He must be identitfied and disciplined. All team members are of the same standard, so a race between any two crews of the same size will be very close. But the curfew breaker will be tired and if he is in a crew it will lose the race by a significant margin. There can be from 10 to 30 crew in each boat in a race, and there are 60 members in the team.
What is the smallest number of  2-boat races required to identify the curfew breaker?
