Yeah, I said that wrong.
I was trying to explain why we need to add that δ must be greater than 0 ... how to express that nicely?

Just say under step 2 "there exists δ > 0!"
I would recommend changing step 1 right before it to "it is true for any ε > 0" so the reader knows ε is positive as well.
Then for step 3 Jane's recommendation would work.
