Suppose you are solving a ruler and a straigtedge construction. Do you have to assume the compass is collaspible eventhough Euler proved it is possible to copy a line segment with a collaspible. Do I have to copy a line segment using Euler's method or could I just lift the compass and move it to another place and draw the segment?

If you want to duplicate the length of a line segment, you just need a compass.

If you also want the same direction, construct a parallel line first.
