It is not. It is equal to 1.141592... which is close to what I am getting with the code above.

Total[Table[2/Sqrt[1 + #^2] &[Tan[RandomReal[2 Pi]]], {1000000}]]/1000000

This is basically my code. It gives an answer close to 4/Pi.
