I've never seen that connotation before...

Could someone explain what "2->2" means?  How do I read it?  How do I evaluate it?  Where is it used? etc.

That is a small one and just means 2^2 = 4.
The notation is called Conway chained arrow notation. It is used along with several other notations to represent huge numbers that even the standard power towers can not.
