Yes, I agree.

Here is what I think it means with a simple data set.

Data set = {1,2,5,9}

The nearest to 1 is 2
The nearest to 2 is 1
The nearest to 5 is 2
The nearest to 9 is 5.

Therefore the maximum nearest is 5.

Is that your problem?
