You mean + - * / or just + -. Between each 7?

Maybe something like this:

7 / 7 * 7 - 7 + 7 - 7 + 7 + 7 = 14

Okay, I will try to recompute. But I can't guarantee there is an answer. Your problem says at least once, that means 1 or more. Also you have 7 spots for 4 operators so you are going to have to concantenate some sevens. That is also not in the rules you provided.

Whatever u wrote in your first answer that was correct. I could not understand question well, thats why i created problem for me as well as for you. I have written full question to you. Beside that I have no other information. As you wrote we can use sign many time but we have to use atleast one sign.
