Because of the other 4137 problems, no one is interested
in paying any money to get the answers.
Actually, there are more than seven that some groups
are willing to pay for someone to provide viable answers.
Lot of problems have only very small monetary rewards.
Take a lot at the $621 question.

Of course they didn't want to have too many as this would mean a lot of money. But these 7 were extremely difficult or very important to their fields (in some cases, multiple fields).
