Avatars can only be uploaded if they are less than 10KB in filesize. Because those are animated, that makes them too big.
The first two are over double the limit, and the pacman one is unfortunately just a few bytes over. It shouldn't be too hard to edit that one slightly to make it small enough, if you want that one as your avatar.
I like Garfield though.
Edit: Because it was his avatar at the time, not just a random comment.

Becasue it is 31 kilobytes in size, and the limit is 10 kilobytes.
We have the limit so that people who connect using modems can still access the forum easily (rather than waiting for long downloads).

There's a program called Giffy (something like that) that can decrease the size of the image. I'll try to get a link for the download but it a trial program which means you'll only have the program for a few days.
