Hourglass Puzzle.

So, I've got this really werid.. uh. puzzle. I've been given two hourglasses, one lats 7 hours and the other lasts 9 hours, what is the best solution to get to 15 hours with - most importantly - the least number of turns (turning the hourglasses, that is.)
