A cutting problem

Hello! I found this problem and I found solutions in too many pieces (30). Can you find better solutions?

Cut the two smaller crosses from left into pieces and form the right cross using these pieces. The dimensions are given in the image. Use the minimum number of pieces to get the right cross.

Re: A cutting problem

Here's my best effort. Does it with 13 pieces.

Why did the vector cross the road?
It wanted to be normal.
