who discovered polygon with 35 sides?

You might as well ask who discovered the square, or who discovered the sphere.

Can you construct a 35-sided polygon with compass & straightedge at all?

If people from Ancient Greeks could construct a pentagon and a heptagon, I am sure that some good mathematicians can make it because 35 is just 5 x 7.
