What kind of code is this?

Not sure if this is the place to get an answer for this or not, but figured I would give it a shot.  I'm trying to solve a puzzle and I'm not sure what kind of code this is.  Is someone out there that has any ideas?   This is all the hints i have:      "If you solve this puzzle correctly, you will know the coordinates when you see them. However, there are some extra numbers in this puzzle besides the coordinates".  These will be lattitue and longitude Coordinates.  With that here is the puzzle.
