But from what I have seen this looks more like a 5% chance of success than 45-55%. I think she just likes to talk a lot to people in general.

You must know that your percentages are subjective. You have no way of pinpointing them to even one digit of precision. Could be 15%, could be 35%, could be 98%, for all you know.

Yes, it could... I don't understand though, if she was interested in me and willing to ask me lots of questions in front of lots of people, why would she resist asking me out? When I'm around her I make the assumption that she does like me just to be safe (so that if she does like me she'd be more inclined to ask me out) but it hasn't appeared to have made a difference so far.

The thing is, every time I say "okay, today I am probably going to ask her out", I get a conflicting piece of evidence that would suggest that she doesn't like me at all. For instance, receiving random weird looks from her, being completely ignored multiple times, getting berated randomly. I don't understand that.

Weird? Could be exasperation at your inability to make a decision. Could be a lot of things.

Ignored? Sometimes people are busy with other people. They have their own needs too.

But she wasn't busy with other people, we were having a practice fire drill and walking across a long field, then she just walked straight past me and ignored my 'hello'. Maybe she was in a bad mood but it didn't look like it beforehand. Berated, hmm, wrong word. Basically she says I am weird/boring sometimes. By weird looks, I mean that, for example, when I smiled at her she'd make a bemused face at me.
