You're very close to the absolute strategy!
And the strategy when we know exactly how many are the white hats is very close!
Here's a hunt: The idea of binary code is right, but the nineth person didn't needs to know the exact number of white hats.
That waser VERY BIG HINT!

Hm, the computer programs for solving cows and bulls...
How can we outsmart them?
I have an idea. In the begining the poster of the question may give come aditional information about his number that can't be used by programs. For example, my number is prime.

This minimal is greater than 5 so the Ganesh challenge isn't solvable in the general case. And you must have luck, too.

OK. Ganesh is out for a while. Why someone doesn't give another until his return?
I have a suggestion. When somebody doesn't answer for some time the player which has the biggest result can replace him-he can think out a number with the same properties as the original one so the game will speed up.
After the returning of the original's poster you can finish the original game and he can solve the new.

10 forumers from mathsisfun went to some kind of voyage. But the ship sunk and they are now at small tropical island in the ocean. But the natives didn't like them. So they are arranging them in a row, one after another. They are putting hats on each head. I am last, so I can see that the hats are black or white. They are telling is that if 9 of us to guess the color of their hat we'll be free. First the last (me) tells his hat's color, then the nineth and so on to the first. The natives left us time to make a plan.
If someone wants to play he must say which of the nine is and everybody must think out a plan how to save themselves.
Here is what every person see:
When you examine a plan I'll tell that my hat is black or white according to the plan.

In the most ways we spell the letters from the words as we see them. There are no special rules for spelling.
Здрасти-[zdrasti] but our [r] is not same as English [r]. I'll correct myself. The Bulgarian phonetic isn't the best but it's from the simplest. But it's hell of a grammar.

In my opinion Mathsyperson is right.
There's a logic mistake. From refuding $1 to each man and keeping $2 for himself doesn't follow that each man paid $9 towards the room and the bellboy got $2 because he(the bellboy) has already taken from the first $30, if you understand me
