y1 = m1x + C1
y2 = m2x + C2

the lines to be parallel: m1=m2

Line 1 passes through (2; 3):
y1=m1x + C1
3 = 2m1 +C1

line two:
3x-2y+12 = 0
-2y=-3x-12
y=3/2x + 4                  m2 = 3/2

m1=m2=3/2

line 1:
3=2*3/2 + C1
3=3 + C1
C1=0

equation:
y=3/2x
