A while back the education minister floated the idea that students would have to remain in school indefinitely if they failed to reach a certain standard in their exams. The idea was quietly dropped when people explained to him why this was unworkable.
Papers like the Mirror and Mail love making headlines like this because it sells more papers and hence gets them more advertising revenue.
